The application shall be submitted electronically, for example to the e-address of the Consumer Rights Protection Centre or via e-mail pasts@ptac.gov.lv.
The application must be accompanied by documents and information proving the researcher's compliance with the following requirements:
- Affiliation with a research organisation, as defined in Article 2(1) of Directive (EU) 2019/790;
- Independence from commercial interests;
- Indication of research funding;
- Ability to comply with the specific data security and confidentiality requirements relevant to each request and to protect personal data; the request shall describe the relevant technical and organisational measures implemented for this purpose;
- The application demonstrates that access to the data and the requested deadlines are necessary and proportionate to the purposes of their research and that the expected results of that research will help to identify and understand systemic risks, as well as to assess the adequacy, effectiveness and impact of risk mitigation measures;
- The planned research activities will be carried out for the purpose of helping to detect, identify and understand systemic risks, as well as to assess the adequacy, effectiveness and impact of risk mitigation measures;
- Commitment to make the research results publicly available free of charge within a reasonable time after the completion of the research, taking into account the rights and interests of the relevant service recipients.
